i mean, it is technically littering but i have seen cops doing the same thing so i can see why you are angry.

Unfortunately some humans are born with less intelligence than others. The fact that you throw a burning cigarette on the ground in front of a police office, and then waste our time by asking if the ensuing ticket was fair proves my point (hell, the fact that you smoke proves it too). And littering is littering, so the object isn't even really relevant, however the potential for destruction is far greater with a burning cigarette than other types of trash ... ever heard of forest and brush fires?
My advice to you, pay the ticket, stop smoking and wise up, we really need less dumb people in society.

Yes it's litter and pollution, since it will wash into the sewers and pollute the water system - not just one cigarette but imagine a few million over time.
Sadly, throwing litter, however small, can't be tolerated - a cigarette end now, a crisp packet later and then the world is your dustbin for other people to wade through and have to clean up. Just look outside any fast food outlet at the rubbish on the pavement.
So, a hard lesson learned and probablly a dramatic punishment for a small 'crime' but wouldn't the world be a more pleasant place if there was no litter?

Yes, why wouldn't it be. You've committed a crime. One cigarette may not make much difference, but they add up. The main problem, however, is that it was still burning and could very easily start a fire. Many wild fires have started this way. Use an ashtray and you shouldn't have a problem.

Aside from the littering issue, discarding an incendiary device is dangerous. I hardly think you'd question the fairness of it if that cigarette caused a fire and/or lead to a loss of life.

If I were a cop, I'd bust every single person I saw throwing a butt on the ground. The filters are non-biodegradable and last thousands of years.

why did u have to do it in front of a police officer. just to be on safe side, you could have passed him, keep walking and then throw it away. you got to be careful, police officers can be in bad moods/crumpy too you know and that doesn't help.
