They're bored with their lives, are immature, and are trying to annoy you.
Why they are trying to annoy you could be based on race but also just on the thrill of teasing a nearby person.

Their just being mean. Showing their insecurities and the lack of parental attention at home. The majority of the time the kid who instigates matters such as this, is trying to be accepted by another group of kids who are basically doing the same things. MISERY LOVES COMPANY...

they are seeking attention. maybe there is a problem at home they are acting out. you should have the school councelor talk to them and the parents to see if the parents are present in the child's life. If it's a whole bunch of kids, it's because you need to show them you are the superior and they are just trying to over-power you before that happens. and if they are just throwing them to each other, it might be a note

Oh, sometimes it's just because they want any attention at all. The more attention you pay, the more you are targeted.
As a sub, I know a lot of it is just that the less capable kids actually want to go to the office to avoid learning altogether. Or they just want to test me.
It may not even be you at all.
