You can't. States have what is called a "reciprocity agreement"--which basically means "We'll honor your penalties (or rules about other stuff) if you honor ours."

None whatsoever. If your license is suspended in one state, it is suspended in all states. Even if you claim you've never had a license and start at ground zero, once they run your name and date of birth, which you will have to prove with acceptable identification like a passport or a certified copy on your birth certificate, you suspension will come up and your license will be void. Also, if you somehow manage to get insurance before they catch the license being not valid, and have a claim, they will refuse to pay it based on your fraudulent application.

YOU CAN'T GET A LICENSE ANYWHERE UNTIL THE SUSPENSION IS CLEAR. This happened to me. My ND license was suspended for no insurance ticket and I moved to MI and got a license before the ticket and suspension went through. Well when i went to the secretary of state to get a new license in MI (mine broke in half) they told me that a new law has been passed that any pending issues or suspensions on a license EVEN IN A DIFFERENT STATE will follow you anywhere and they cannot help you until you clear your suspension with the state it is suspended in.-true story
You need to call the secretary of state where your license is suspended and they can tell you what needs to be done to remove it . Usually fees and paperwork.

I don't know, maybe Ethiopia, Syria, Iraq! You are suspended because an authority has judged you unfit for driving. You cannot legally get a licence in any Canadian province or American state, Great Britain, South Korea, Germany, or Switzerland. Those are the jurisdictions I know about for sure. There is a question along the lines of "Are you now prohibited by the courts from driving or holding a driver licence?" which you must answer. You made your bed, now you have to lie in it.

Young kids - no responsibility, just want a quick fix and there are no consequences. You probably got your license suspend for good reason and you shouldn't be able to drive.

Own up to your responsibilities and pay your dues. Nobody said life was fair, better yet you should have listen to your parents i'm pretty sure they told you a thousand times be careful and don't break the law.
