a few good tips foodwise is the following. Green leaf vegetables are great for toning as they contain no fat whasoever. Eat a lot of nuts and beans. Try replacing your meat by beans once a week. Eat plenty of fish. drink only water and skimmed milk. Try using whey protein.(it's a natural product made from cheese whey) That'll help you on your way to getting fine toned. A great tip if you want all round muscle exercise and cardiovascular training is what I started a few weeks ago nl. Capoeïra. It's a Brazilian martial art encorporated in a dance containing a lot of acrobatics. The exercises are really very intense and the acrobatics really work the muscles very hard. plus it's a lot of fun and soon you'll be able to perform all kinds of flips. cartwheels flips hand stand techniques,...
Have fun

A good way to target those areas you have decscribed is doing lunges. At first just use your own body weight then move up to using small dumbells, using like 2 or 3 pound dumbells will challenge you and get those areas tightened up. As far as meals go sounds like you eating the right foods but in what quanity and how often.....eat smaller meals 5-6 times a day with more protein then carbs for the first 2 weeks also don't drink any soda in the first two weeks. This will give you a good jump start.....also in your spare time jumping rope is a great way to get the heart pumping fast. Good luck!

well..it's good to say that you have the food down
now the thing with body fat. Weight and body fat are 2 different things. Someone can be overweight for their height..but can be low in body fat at the same time. (i.e. bodybuilders)
So to answer your question..in order to lose that body fat around your abdominal area, as well as other parts because it's impossible to spot reduce, you'll need to eat healthy and increase cardio to burn that off. Once you start losing body fat, your body should become more toned.
You should consider taking in more protein because you want to save your muscles..so that there will be something there to show off once you lose the fat.

You can't train certain parts of muscle and have fat removed from that spot. If you train muscles, you get bigger, more functional muscles. You are s'posed to have a bit of fat on those places to ensure your health, we all need some fat for certain vitamins to absorb. Six-pack on women is usually a result of doping (testosterone / anabolic steroids). If you want to be vain over your health, I can't stop you from starving yourself, becoming anorexic or start abusing substances.
