If you say that you are active as you say you are. It might be very difficult for you. It depends on age, your activity level throughtout your life, what you eat and what some don't believe is GENETICS. some people are genetically predisposed to be the way they are. You can exercise to keep the weight off and not gain but to lose it will be very hard if that is case. All I can suggest is to A. do weights at 15-20 reps at 3-4 sets and get involved with sports that deal with a lot leg work 1. long distance running and basketball. those people who participate in those activities don't really have big legs

If you do sports and work out to lose weight you must set a goal a push for it. Try stepping up on reps. make a schedule weekly would be a good start. Each week increase on the amout of reps or sets. if your run time your self and try beating your last time or if you walk try walking faster.

best work out to shape up butt and thighs is TAO- BO workout or try Denise Austin butt and thigh work out CD

Always remember an important factor change you eating habits and adopt a health diet.

You might think about trying this book called "The Movie Star Diet" by Steve Simmons. It helped me lose thirty pounds in 2 1/2 months when I didn't think anything would work. My goal to begin with was only 20 lbs! It has a really easy plan to follow and an excellent workout as well.
