Assuming you are using a PC: Open the picture in Paint, then click on "Image|Stretch/Skew". Enter a number in each of the Horizontal and Vertical fields that is smaller than 100. After you hit OK click on "Image|Attributes" to see what the width and height are in pixels. Keep playing with the Stretch/Skew numbers until you get the right size, then do a "File|Save As" to create a new file name with the new size.

Are you sure the 3X3 isn't a minimum req. ?
That is a lower resolution (fewer pixels, lower quality than the 64X48), but if that is the requirement you need to find a way to 'erase' the extras . . . sorry, I haven't heard of anyone trying to go backwards in pixel count before.

Do you have a program like Adobe or paint shop pro? You can download a free trial. Go to resize the image to 300x300. Heres a link to Paint Shop Pro. I like it. Its really easy to use.
