to start something or get it stared get it going or lets go do it i tihnk mainly to start something.

It just means to make it in general, to me. Like "I'm going to cook up a roast today".

To cook something down is to reduce and concentrate flavors. Llike "I've got to let this spaghetti sauce cook down."

Just my opinion, or how I'd take those directions personally.

It means to keep cooking till you have to stop.

To "cook up" means to return it to the cooking medium and cook longer.
For steak, you ordered medium well and were served medium rare. They will return it to the grill to "cook it up" to medium well.
