My husband was in his early thirties before he could grow enough facial hair for a beard. Those things take time.
Male facial hair growth is subject to genetics. If your father and grandfathers and brothers have light beards, then it's the gene pool.
Goos, potions, and other gunk will really not help. Just wait it out.
Hair does not make a man a man. Your character, values, morals, and what's in your soul make you a man. Not facial hair.

I've heard that if a begins shaving early it will grow but my brother tried and still has nothing.
