Yes, it's frustrating and I understand perfectly why you are shouting.
You want to ram a fist through a wall. It's DISGUSTING how ILLEGAL FOREIGN NATIONALS who don't belong in the U.S. get away with it.
They are going to ruin the U.S. and people will wake up in about 15 years and wonder what happened to our great country.

1. Most State and Local police do not have authority to enforce Federal Immigration laws.
2. The Dept of Homeland Security, Immigration and Customs Enforcement, is chagred with interior enforcement. ICE has groups of office set up to work with State and Local police under the Apprehension of Criminal Alien Program (ACAP).
3. This is only a small portion of what ICE is charged with doing so it is a small program. for example: NYC might have 10-20 people assigned to this detail, and it is no choice work. There is a related detention space issue, what to do with all those people? Takes time to transport and house - and that is assuming we can get them (in case of Mexico) to the border and pushed across in less than a week.
4. State and Local police do not have to cooperate with ACAP. For political reasons the various portions of city authority may just ignore the issue, avoiding any political backlash and able to place any blame on the Federal Govt. - rightly so, some of the worry is that the local Police would just start arresting people for being 'brown' and hoping ICE would take them away.
5. An odd thing does happen also when ICE and the ACAP program is put in place: criminals walk free. A guy who breaks into a house, robs the place...and is caught and arrested. He is charged with crime....wait he is from ....not the USA, call ICE.
ACAP responds places an immigration "hold" on him. The State thinks "lets save some money, we will just turn him over to ICE for deportation, not charge him with a crime" So they drop the charges, guy is now in ICE custody. He is a "non-criminal" alien (no charges filed) and the lowest priority. Cannot be 'deported' without seeing the immigration judge first. Chances are he will bond out, or be offered a free bus trip back to the border. Easy to come back in, in any case, he is out in the community, breaking into other houses, with no repercussions.
As to switching IDs, ok wake up and smell the technology, its called fingerprinting and is all electroniclly linked. The fake ID can work in polite society, so he can hide, but once caught, they know who you are.

American police are not authorized to arrest illegals, for being illegal. I live in S. California and have seen police let them go even if they are in a situation that is suspicious. I am a white American, but can speak in broken Spanish, and had to interpret to an illegal what a cop was saying, and vise-versa, so I think that since most cops where I live (white, and black police, mostly) who cannot speak Spanish, let the mexican illegal go if their crime was not a horrendous one. Like if they were only drinking in public, or in a fight at a bar, etc. I have seen illegal mexicans let off a lot, and most times they were never asked to show an ID, and when they were, and the illegal plays stupid, like he doesn't understand what to do, the cops pass him off. Police have more important things to do than waste time with a dip who cant speak English, so they tend to see them as insignificant.

I hope this will change, because when you went to Mexico or Canada and to return to the United States you would only say you were an American Citizen and you were able to cross the borders with no problem what so ever. At those times it was unconstitutional to ask for proof like birth certificate etc etc. the Immigration Officers took your word for it. But now I believe starting in January 2007 everybody who was born in the United States must have a passport. Hopefully the police officers will have that same right to ask for legal status no matter who you are
and be able to check directly with INS.

The illegal aliens are laughing at us all as they continue to have their anchor babies every 9 months & an hour! It is unclear to me why our government can't see that while they are turning our country from a lawful society to a lawless society (like mexico) that our foundation is crumbling! Middle-class Americans cannot depend on our government to put their needs on the list, much less first on the list as they should be! Having a Democratic congress does not bode well for Americans, but then neither did having a Republican congress!
ATTRITION THRU ENFORCEMENT!

how does one know who is illegal and who is not??? how does a police know who to question? who to ask id's for? without racial profiling of course!!!???
for instance the irish bartender and my local pub is an illegal immigrant but i know that he will never be questioned because of the color of his skin!!!!!
what about arresting those U.S. employers who ILLEGALLY hire these workers to exploit them for their cheap labor??? should we arrest them as well?? or how about people like you who benefit from the cheap labor that they provide..... should we arrest your A S S as well???
you see.......even police know that breaking the law to better your life and breaking the law to harm someone are two very different issues!!!!!
