You have to put in on a lower shelf so it will fit. Test the roasting pan before you turn the heat on...

You should put it lower in the oven to get better heat distribution, that makes the turkey cook more evenly and therefore get a juicier meat. And so it'll fit. It is a good idea to invest in a high quality roasting pan, with a roasting rack so that nothing get burnt. They are expensive but if you use it you'll notice the difference and over the long term is very worth it by not having to buy a replacement so often.

usually the middle is where i cook everything, but sometimes when the turkey is too big i have to stick it on the lower shelf

It doesn't matter. Whatever shelf it fits on without touching the top of the oven.

the middle shelf. if you place it on the lower on you get a burnt butt ,lol.
top you get a burnt everything else.
so the middle is best. i cover my turkey with foil for the first part of cooking the remove it so it can for a nice brown color.
heres a hint.
placeing butter on top of the bird will cause it to brown to quick !
