Nope, the allowance per person has to be clearly separated, you will also find that if the maximum luggage item weight is 20kg, then anything over this will attract excess baggage fees, regardless of you having a lighter second case. I would just go and buy a second case.

Please contact them at least 24 h before, then you will pay reduced rate. I am not sure how much it is now coz my husband done it couple of years ago. You can obtain some kind of ticket for you baggage but again: it is much better to deal with in advance. The rule of 20kg applied because they do have limits for weight and volume of the luggage.

The charges for excess baggage is not fixed.
The website says
"Excess baggage allowances can be pre-purchased to avoid time spent at the airport on departure ONLY if you know the excess weight in advance.
Purchases can be made from your local Emirates office. Charges will be according to the excess baggage weight and the destination."

Most airlines, if they charge for excess baggage will charge 1% of the first class fare per kilo. Sorry its not a precise figure.

Fee for any bag weighing between 50-70 pounds (23kgs-32kgs): $25 USD

Any single bag weighing over 70 pounds/32 kg will not be accepted.
