why do they say dont dye your hair within 24 hrs of shapooing?

Because you have washed all the protective oils in your hair out and will have more of a chance of it frizzing after you color. You want your hair to have its natural oils in it when putting a coloring solution on it.

When you shampoo you clean the shaft of the hair and close all the "pores" in the hair shaft. This makes the hair slippery and so the colour will not stay on the hair shaft.
Put the colour dye on "dirty" hair. Let the colour stand the correct length of time then wash your hair and the colour is going to stay "true" longer.
It does wash out gradually but not as fast.
