Are you talking volume?
1/2 cup is 4 ounces

If you're talking weight,
1 cup of sifted flour is about 115 grams which is about 4 ounces.
1 cups of unsifted flour is about 145 grams which is about 5 ounces so 4 ounces of unsifted flour is about 0.8 cups.

It's a big difference if you're talking about volume or weight.

look on a measuring cup. a cup is 8 oz. so a half cup is 4 oz.
