they always used to be in bags as I recall & the bags were different sizes to measure out different priced portions. the vinegar used to run to the bottom so your last few chips would be swimming in it......and you could get a bag for a tanner...(thats 6 'old' pennies for anyone who doesn't know)

I think you're getting confused between a 'bag of chips' and a 'packet of crisps'.
When I was little we'd get our chips from from the fish n chip shop, great big steaming wedges of potato, and they'd be wrapped in newspaper and put in a paper bag, with lots of salt n vinegar... Mmmm. Hence 'bag of chips'.
Crisps are sold in a packet therefor a 'pack'. Thanks to the American influence in the British language these subtle but distinct differences are being lost. With slang and lazy speech it's become a 'pack of chips'.

It's a sealed bag, until you open it. Then it's an open bag, until you eat the chips. Then it's an empty bag. Therefore it is called a "bag of chips".

Have never heard the expression "pack of chips" ! Does your chip shop owner ever say " shall I PACK them for you? Bag it is, bag it will always be. Are you one of those people who live up north and do things oddly?

Chips are packaged. So is just about everything else that is made and sold.
But things are packaged into bags, boxes, envelopes, blister packs, etc.
Package is a general term for putting something into a protective closure. The enclosure type is more specific.

years ago when I were just a spalpeen we bought chips in a paper bag for 3d, when we grew up and could manage a 6d bag, we wore long trousers and called ourselves men. After eating the chips, we drank the vinegar... beautiful.
6d in old money = 2 and a half pence in this new fangled stuff
