i have a program that when i type in English it reads in what ever language the other person understands

No. We see it in English. The different country sites are separated by language.

Your question and answers will be in the same language you wrote them in. So yours is in English. We do have the language option, but it applies to the webpage layout and directions, not to the text people write and post on it.

when you set up your computer you have a language choice so all your information comes translated into English visa/versa
