NOTE: By "front" speakers I assume you are referring to the two main stereo speakers, not the center channel speaker.

Whether a speaker is 2-way (tweeter driver, low/mid range driver) or 3-way (teeter, mid and low separate drivers) is not the main test of quality. It is easier to obtain a wide response range from a 3-way speaker, but so much more depends on the actual speaker driver design, enclosure design and materials It is no problem to build a 3-way speaker that is inferior to a 2-way. Therefore, don't let that issue cloud your jugdment, but listen to the speakers you are interested in and look at the specs (but don't rely too heavily on specs--they're just one factor). Your listening should be the ultimate test, not specs or configuration.

If you are going to use a subwoofer, that can carry the lowest tones and relieves the low-frequency requirement for the front speakers. If you are willing to go that way, a 2-way front should be adequate.

For surround, a 3-way is really unnecessary as those speakers carry very little low frequency material. A single driver speaker is usually adequate. The center channel speaker should have good high frequency and mid-range response for best vocal quality. This can either be a single or 2-way speaker.
