You cover the bird up for a few reasons.
Firstly it gives the birds a pattern of night and day so that they can rest from all the noises which occur through out the day.
Second it gives the birds a shield from sudden temperature changes or draughts during their night time.
Third it quietens them down if they start to get noisy and excited, this you can also do during the day.
Unfortunately birds start waking up as soon as sunrise comes. as soon as they hear other birds they will start, only suggestion I have for this is a darker area in your home away from windows and doors.

You have 2 questions here.
Answer #1 - You don't have to cover birds at night. If they're in an environment that lightens and darkens naturally, a cover isn't necessary. They should be getting 12 hours of darkness. Since many birds reside in common areas with humans, many people cover them so they can be up later than the birds.
Answer #2 - Birds are noisy. Sometimes my birds annoy me too, when I'm trying to watch TV or take a nap. Sometimes they are receptive to also taking a nap (covering the cage) Otherwise a quick (though usually short) fix is to give them a treat. If they're digging into their millet spray or broccoli, they can't be noisy, can they?

I think it's better to have the cage covered. I always cover my finches and parakeets cages at night. If you're unable to cover the cage, keep the lights off and the door closed to the room. Also, make sure the curtains are drawn so no light gets in the room until sunrise. You need the room as dark as possible so your pet birds will be able to sleep. If your birds enjoy being uncovered and don't appear tired during the day, you can keep them uncovered. It won't harm them in any way.

That's why they are covered, it should keep them quite. You may have them in a busy area where they can hear things going on. I have lovebirds and will cover them during the day or early evening often. Sometimes I have to if I want to hear the TV. OH- also, if they can hear any kind of running water it will make them go crazy.
Also - add some toys, and change them every couple of weeks.

You have to cover them at night so they stay quiet. If they are noisy during the day, they need a bigger cage.

I've never covered any of my birds unless its really cold out ( we live in orlando) so they wake with the sun and sleep at dusk like they would in the wild.

You keep them covered to give them a better sense of night and day, also in their native land of Austrailia they sleep in the hollows of trees so it gives them a sense of security.

i have a parakeet and the reason you have to keep them covered during the night is because parakeets they like for it to be dark and quiet while and when they are sleeping.they dont like to hear alot of noise nor do they like to see anything while they are sleeping.
