I have an image that I want to draw on, also I want to change the background colour. I know I could use MS-Paint to draw the overlay and then merge them both together, but there's gotta be an easier way. Any ideas anyone?

There is a better way, its called Paint dot Net. And you might also want to check out Deep Paint.
If you try The Gimp I recommend you get the manual, try Amazon.
