I have a three month old kitten that has gone missing and have seen something lurking around that has bright glowing orange eyes when a flashlight is shined on it. Could it be a dog or raccoon?

The orange eyes sounds like a fox and yes there are foxs living in citys.

Just about any animal can have those kind of eyes. It's the light reflecting off of their pupils that you're seeing.
Don't approach it unless you can see clearly that's it's your cat, it could be anything from your cat, to some rabid animal running the neighborhood.
