You need to understand that the 'flab' or fat that is contained within your arms does not belong to the muscle that lies beneath. This means that exercising your arms will not cause this fat to disappear. Any person gains fat deposits according to a 'preset' plan (genetics). This genetic plan means that where-ever you gain first, you lose last. If your arms were the last part of your body to gain fat, then they will be the first to lose. (But I suspect that this is not the case). So the answer to your question becomes either: 1) Lose a lot a weight, so that your body eventually gets to the arm fat, 2) liposuction of fat from the arms, or 3) In the case that I have misread your question and you do not in-fact have a weight issue, then I would concentrate on tricep exercises, as this is the larger muscle in the upper arm.

I think weights is a bad suggestion, that will just add muscle underneath the fat. You want to build lean muscle, which normally replaces fat, rather than builds underneath it. I would suggest something that works your back as well, as it is all connected. Try about 20 minutes 3 times a week on a rowing machine. If that is not available, hold two milk jugs filled with water slightly off the ground and practice rowing with them. You should see a big difference within 30 days.
