I don't know if you can download it. In any case I presume it will cost you unless you come across a pirate version.

But you can download OpenOffice for free and it contains a database programme. I have been using the Word/Excel/PPT equivalent software and it works pretty much exactly like MS office. Presume the access equivalent is the same. Here's the links anyway:

You can get it on Bittorrent via the open office website too.

It is an open source project backed by Sun Microsystems as far as I can tell.

No, but you can download OpenOffice which contains something similar to Access for free.
