OK here's what you do, since you already have an inside scoop on the whole ordeal this is your mission if you want her.
She see's something in your friend ......Find out what that is, but Be Nice!!!!!
Be honest with her and let her know yourself that he has a G/F But choose your timing well. DON'T say it before you get on her good side and have her trust.
If you Gain a girls trust you have a Key, A key that will oddly enough unlock many doors with her, but screw up once and the locks will be changed.
Believe it or not this can be done in less than 5 minutes; once you have that covered; make sure you put yourself out there as an option without becoming overbearing. WHICH MEANS BE YOURSELF without trying to hard. If being yourself doesn't work, try to use the information that you found out earlier ( What she likes in your friend) And accentuate that in your personality. ( I Know it's there or you wouldn't be friends with the other guy in the first place)Once you have her trust (and you shouldn't need to do this) but sometimes it'll seal the deal and then once she has an interest, let her know you put on the show for her, beleive it or not it will make her feel special. And then guess what be yourself and she'll have an interest in that as well; as long as you don't fling poop at the dinner table or eat your own boogers, you'll find out most women are very forgiving.

Not to upset you, but she might not like you ever. :-/
She might make it her mission to destroy his relationship with his girlfriend - girls do that stuff sometimes, and I should know -
If I were you, I'd try really hard to be a good friend, that way if she needs to rebound from her dissapointment, you're the one she'll think of. But don't come off as desperate or obsessive, because that will turn her off - just be sweet, and be there for her when she learns this. And give it time, that helps too.

well for one if she knows you know about his girlfriend and didn't say anything it will not work for you anyway. maybe you could start being available now and move her out of the way of getting hurt without being a snitch, but if you care about her i would find a way of letting her know he has a girlfriend. maybe type up a note saying the girls name and what her boyfriends name is and put it where she will se it . because if he is leading her on he is a jerk anyway.

If you like her, go for it.
If you are interesting enough, she'll immediately forget about your friend and go for you instead.
But if you make her feel annoyed then she will like your friend even more unless there's someone out there interesting enough to make her change her mind.

well it depends how well she knows your friend and how long she liked him for..if she like never talked to him and doesn't know him than maybe about 1 weeks or less lol
