On usgov.org there are facts that boys are faster learners and retain more info. than girls, and boys tend to be 76% more honest and are able to handle finance's every day bills and savings 81% better why is this a fact. I've noticed this in my studies

Hmm, I haven't heard of this before, seems like more of a stereotype.
If it is true, I'd say it's because many girls are brought up with the traditional values of growing up to be a wife and a mom, which is a great responsibility, but doesn't necessarily require you to be the best in your class. The boys are taught to be the best they can be because they will have to build their career, or through competition by playing sports.
So I think that if it is true, then it's probably due to the way people are brought up and the gender roles of our society, rather than something biological.
