In most cases, it's not always the diet or eating healthy, but rather, in proportion. Cut back on what you eat (not starve), but eat slower and you'll find you eat less.
Try cardio exercises and not do activities that may develop leg strength. If you work out and dance, are you sure it's fat you're building and not muscle? Most women who dance can gain extra weight in those areas due to muscle growth.
If you are still a teen, it may be your body's growth during this time. That's genetics.

You say you eat healthy!
That's a good start if you know what your body does not need.
Sugar for instance, is not healthy, but is so dam unresistable to most women and it is what makes them fat, the most.
If you cut your sugar completely from your diet, your body will extract sugar from the other things you eat, rice, potatoes, pasta, but it will be a healthier way to supply the body with carbohydrates it needs because the body will have to work harder to get it.
That's the general idea.
Sugar on fruits is almost as bad, but we should eat fruits, so learn to choose the ones with less "sweets" and more fibers.
No bananas.
If you eat fats and sugar, from which one do you think your body will produce more fat. The sugar. Surprised? Sugar is a nuclear bomb in your body; gives you instant energy in exchange for lasting unwanted heavy results.
Dance is good if you move fast and swet a lot.
Walking is good for older people, good for the heart, but will not help loosing fat. You need to run and swet, so if you're young and strong, take advantage of it while you can. After you get too heavy or older, it will be difficult, phisically and phycologically.
Best of luck.

Try running in place for 10-15 minutes (lifting knees high) at various intervals during your regular workout. Do a running in place/Jumping jack combo for better results. Also reps of various leg lifts with ankle weights can help tone it all up.
Of course cut a teeny bit more fat out of your diet and maybe reduce your portions–and be glad that your lovely body indulged you enough to gain a little weight in the hips because it's more healthy than gaining above the waist~
