Most police agencies require at least 20-40 vision, correctable to 20-20. Yes, you can wear glasses or contacts.

Yes, there is a minimum vision requirement without glasses/contacts. A -8.00 perscription is extremely nearsighted, and I think this will disqualify you with most , if not all of the major city agencies.

There must be if you intend to "work the streets". I met a woman in a night school class once who was going to have laser eye surgery so she could become an officer. This is more than 10 years ago, so you may need to find out about the current requirement.

If you eye sight is too bad then you cannot become a police officer. Each state has a little different level. You need to check with your state to see what the requirements are. Is lasik surgery an option? I had it done and love it!!

Sorry I don't know what 8 power lense is, they veiw it as
20/something uncorrected and a certain vision corrected.
You can't be nearly blind, but just normal correct with glasses is no problem

Depends on the department. The Border Patrol will take you. If you have the laser surgery though most departments will not take you. That surgery is a disqualifying factor for most departments across the country.
