Most police agencies have a system for purchasing their police cruisers. Some buy every year, some every couple of years, but most buy a certain number each year to replace the ones currently in use. The attrition of some cars are due to accidents, but most are due to the wear and tear on those cars. You figure they are well maintained, but the starting and stopping, high speeds, and being run nearly constantly during the shifts, it takes it's toll.
20,000 miles on a police car is like nearly 100,000 to ours.
As for money, each municipality sets aside a fixed amount for it's law enforcement detatchments. Police, jails, etc. Each department is responsible for allocating the amounts in their respective accounts. Salaries, equipment, cars, etc. Check with the city clerk or city manager for the exact percentages of both the budget and the budgeted amounts for vehicle expendatures.

Our town police have new trucks. I'm not sure what those are for, but hey, they look good.

i'm not sure. but i have to agree with phxdragon...
the new cars are in the budgets and often have been needed for a year or more before actual approval.

i think my hometown just got the chargers. they got tahoes for higher-ups about a year or so ago too.
