does a waltz symbolize something at a quinceanera? Is this the first time that Mexican girls dance in public?

A quinceanera is a symbolic "Party" to introduce young females into society... In the old days these "parties" were given so that the county men could meet the available female of the family for the first time. These "parties" are celebrated in many Latin countries and are the equivalent to the Sweet 16 parties.

its just a serious dance, to act mature. and no it is not the first public dance.
