whitish bumps all over body.?

Sorry for the lack of details but my cousin has these bumps all over his body (neck, arm, chest, back, etc) and we have no idea what it is. His mom is getting upset over it because he had it for several years but they're too poor to go to a dermatologist and he's too stubborn to accept my offer to take him to a derm.

Make the apointment, Tell him your going to take him to lunch, shopping whatever, once he is in the car what can he do. Just donet say anything till your there. But he needs to get it checked out.
