How do I get through to them that I have new mailing address and that I would like to know where are my water bills? I am not getting them anymore.

Writing a letter to a city department in Chicago, are you kidding!?!? Contact your alderman in whatever district you are in and fill him(her) in on the problem. Trust me the letter writing never works!

The rule of thumb is you send ignorant people a nice letter at a seventh grade reading level identifying the problem.

sned them a registered letter so that someone has to sign for it telling them the dillema.
