alcohol doesn't freeze because its freezing temperature is very low. Alcohol will still freeze just not in a normal freezer because the freezer cannot reach the very low temperature.
also, the freezing points of alcohol vary, and it is certainly not around 115 degrees C, try negatives

Alcohol does freeze; however, it's freezing point is at -117 celcius as appose to 0 for water.
The main reason is bonding of the hydrogen atoms inside water. This causes the molecules to attract to one another to a greater extent and thus are easier to 'freeze'.

Ethanol's freezing point is -114.3 C, so you need to lower the temperature dramatically to have alcohol freeze.

There are several types of alcohol - methanol, ethanol, isopropanol, etc... That would explain the different freezing points.
