Now to the morons that say fox and rabbits are not vermin, i bet you have no problem killing a mouse or rat though.
Now to you question, shot gun certificate and bacs membership (British Accosiation for shooting & Conservation) well there is a good start.
The way i would tackle this is to jump in your car, witth a pair of benoculars and have a drive around your surounding country side looking for flocks pigeons and the fields they were feeding on, On an evening you could do a similar thing by looking for rabbits (you will only stan a chance of getting permision this way if its plauged with rabbits) Next step find who the owns the land and approach them (during the day) make sure your dressed sensibaly (not cammo gear) Addrres that you have noticed the problem with pigeons and let the farmer know that you know whet your talking about, may be also take an intrest in what he is doing around the farm/land etc. Any farmer who is having problem with pegeons will be more than happy to let you control them, Get you feet under the table first. Same princable with the rabbits, and with foxs, should you get the pemision you seek any farmer will tell you to shoot them.
The key to this relys on first impresions when you approach the landowner/farmer

what a load of bollocks about the game licence, A game licence is requiard in the british isls if you intend to kill game, there not requiard for killing vermin, and whats said about the farmer requiring the info from your game licence, well thats more bollocks.
For the people who think fox are not vermin, try looking on the genral vermin list, even the canada goose is now classed as vermin.

Black Knight or Pace stick is almost right. The first answer is pretty much right. Gaining permission is difficult but not impossible. I managed to obtain pigeon shooting on on farmer near me by asking. Off the back of this I got the neighbouring two farms. Be patient and respectful.. Good luck.

Go to any sporting goods deprtment and buy a small game license, but if you are planning on hunting on private land you have to have there permission and when you buy your small game license you have to give the land owners first and last name, and there phone number to the cashier.

Excuse me since when have foxes been vermin to anybody but the red jackets and short chins, if there were not so many foxes killed we would not have a rat and rabbit proplem
