You are at a healthy weight. You may look fat, but it doesn't quite mean you are fat.

I'd say it's impossible that you're fat, honey. I'm a muscular 5'"2 also and I weigh 20lbs more than you! I wear an english size 8 and everyone I meet calls me 'tiny' and 'petite'. Funnily enough, I bought myself a new winter coat a couple of weeks ago from Tesco's and the only size that fitted me was in the children's section, age 12/13 LOL So I *know* that you are slimmer than the average 13 year old girl!
Having said all that, the fact you are muscular means that you should be careful about *what* clothes you wear. Dress to suit yourself rather than following fashion blindly. Your toned, muscular body IS far more attractive than a skinny shapeless one. I'm 40 years old and can tell you from experience that although as a teenager I dreamt of being tall and willowy like a model, I have been in countless social situations where the opposite sex have gravitated around me like bees round a honey pot, whilst all the supposedly sexy skinny girls have been totally ignored. Boys like curves and they LOVE it when girls have toned musculature!
But dress smart! Never wear chunky jumpers that make you look frumpy and dumpy. Don't wear baggy jeans or shift dresses. Emphasize your shape. If you have a full figure (either because you have a large bust for your size like me, or even because you have well developed pecs) never wear a top that has a high neckline. It makes your chest look solid and lumpy. V-necks are great. They lengthen your neck and slim your chest. If you have muscular arms, don't try to hide them with loose sleeves. Baggy clothes look like you are hiding fat. The worst thing you can do with muscles is hide them! Because you're a girl, any extra mass that your muscles give you *will* be assumed to be fat unless you dress to prove otherwise. Show off your trim, toned curves. Believe me, there's nothing as cool as the impressed look on a guy's face when he sees that a girl has better defined biceps than he has!
So, in conclusion, NO, you aren't fat. You're lucky!

There's nothing you can do about people judging you because of their impression of your figure.
Confusion over Weight, Size, Shape, and Bodyfat (all of which are different issues) is normal. Most people can't tell the difference between somebody muscular and somebody fat.
(neither can BMI, which takes no account of body composition)
The media even promote this kind of ignorance, and use it to make people worry about their bodies (so that they'll buy the advertisers' slimming products).
Please don't be discouraged by the ignorance of other people. In the 'dog eat dog' world around us, there are lots of unhappy people who feel powerful by finding ways to upset others. If they think you're worried about your weight, or your bodyfat, they'll make absolutely certain you are. Some of them are envious.
Make use of your muscles (learn Judo or Aerial Acrobatics or etc). 'Get your own back' on anyone who might be judging you, by achieving things that they can't do.

Know if you need to lose weight
Health specialist use a measure called BMI, short for Body Mass Index. Body mass index (BMI)
is a measure of body fat based on height and weight that applies to both adult men and women.
This gives a good measure of your total body fat. BMI compares your height and weight. It
shows if you are underweight, at a healthy weight, or overweight.
You know how many pounds are there in 1 kg. Do not know let me help you, it is 1 kilogram =
2.20462262 pounds. Check out what your BMI is by using the BMI calculator.
http://www.cdc.gov/nccdphp/dnpa/bmi/adult_BMI/english_bmi_calculator/bmi_calculator.htm
BMI Category
Below 18.5 Underweight
Between 18.5 - 24.9 Healthy Weight
Between 25 - 29.9 Overweight
Over 30 Obese
Look at the BMI chart to find out how much weight you need to lose to move from obese to
overweight or from overweight into a healthy range. Knowing this can help you set a good
weight loss goal.

your BMI is 18.7. Overweight BMI (sorry, body mass index) starts at 25. The lower the number the better.
You are in good shape.
Maximise your potential by staying active but don't get too hung up at 13yrs, your shape will change.

No, that is skinny. If you are muscular, you might look more bulky in some areas, but it's not fat so why does it matter?
