Every state is different, call the local police department and ask. In Kansas, you can talk, dial, ect. while driving. In Missouri, you can talk while driving only if you use a "hands free" device; but if you need to dial or hang-up the call ... then you have to pull over and stop before doing so. I don't know about other states, only those two because I've lived there.

I have been a local police officer for 12 years. Many people are telling you to call your local police. I think you would be better off calling your state police or highway patrol. Their main focus is on traffic safety. Sometimes with local police you get an administrator that has not worked the street in many years and may give you an answer that is not as up to date as you need.
It is legal to use a cell phone in VA by the way, but be careful if you wreck it may contribute to a reckless driving charge.

Varies from state to state. In Texas, this law failed to pass.
Regardless of the legal implications, you should ask yourself how important it is to take that call as it is dangerous to others as well as yourself to be so distracted while driving.
