yes, it can be done. first use a concrete stain in the color of your choice, then use a epoxy resin sealer [2 part system ,resin and a hardener.] the epoxy and stain can be obtained from cloverdale paints.

With no offense to you or others who answered here, I have an offering.
I've installed thousands of sq. ft. of tile, and applied thousands of gallons of paint in my years, and I offer this.
Consider a couple of things at least.
It's a FLOOR you're asking about. Even in ideal conditions, the most likely surface to endure all manner of abuse.
Ceramic Tile,,, Is Glass, and isn't strictly meant to accept a finish, beyond what was glazed into it during a firing process.
I GET IT,,, that you may want to "change" the look, and that's normal, but it can't happen effectively by painting,,, NO MATTER what anyone tells you otherwise.
Another thing you might consider,,, and I'll be happy to advise about,,, is removing the existing tile, and crafting what you most want, after. The economics of that aren't so extreme as to be prohibitive,,, and in fact PAINT might eventually cost more in materials, time, and labor.
If it happens that the area isn't "whole house", you might also consider some type of carpeting to "cover" the existing tile, as a stop gap, temp measure for aesthetics? That too, will not SOLVE the problem in its entirety, but can create a FIX in the short term.

You should consult a flooring expert. It sounds to me like it would not work. I have a hard time painting over stained wood. It involves alot of preparation of the surface and wood is not a slick as ceramic tile. Plus you would walk on it and move chairs, that would scratch the paint off.
