Since this is "Consumer Electronics" and not "Photography," I will assume that you are asking about a digital camera.

Start with a good camera. Consider the Canon EOS 5D, Canon EOS 30D or the Nikon D200. See this link for reviews and estimates on prices:

Next, choose a really great lens, which is just as important as the choice of a camera. You will get the BEST pictures using a NON-ZOOM "prime" lens, such as a 50 mm lens. For the 5D, an actual 50 mm to 85 mm lens would work, as the sensor is the same size as a 35 mm negative. For the others, about a 35 mm to 50 mm would give you the same magnification, sue to a slightly smaller sensor size.

The Nikon AF Nikkor 28mm f/1.4D Aspherical is extremely sharp, according to http://www.kenrockwell.com , but if you want to REALLY be in control, get the manual focus Nikon 28mm f/2.8 AI-s.

I admit to knowing nothing about Canon lenses or sites that review them, so if you go with Canon, please rely on another user here to make a recommendation.

The camera does not really matter, one can always improve on technique. If you are frequently getting blurry unsharp photos it could be number of things, usually user related. Are you holding the camera steady? Is the shutter speed fast enough to "freeze" the action? How about lighting? Lighting will determine what aperture and shutter speed combination can be used. For an in-depth site check out www.kenrockwell.com You can easily spend over $1,000 on a camera and still produce unsharp, blurry photos.

An SLR with multiple lenses. Canon and Nikon are, as always, making great cameras, but some of the electronic companies like panasonic and sony have high quality cameras also.

a real high quality SLR like a Canon 30D or a Nikon D200 or D80
but only if size is not an option also

for something small Canon SD900 hands down. or the SD800IS. both have an ISO of 1600 and the 800 has image stabilization

Canon > Nikon

NIKON is number 1 brand in terms of cameras..but still, the sharpness and clearness of the photo can be dependent on the photographer himself..

I'm a photographer myself, so I shop for a camera with good clarity. I recently purchased a Sony Cybershot DSC-N1 and paid around $400 for it. It's a 8.1 megapixel and the photos come out beautifully!

Go for a high quality SLR camera, I'm a Nikon person myself. Then buy the highest quality lens you can.

Be warned you can easily part with $15k though, so for us normal folks it's usually a question of getting the most we can for our money.
