An illegal act that is felt to have no direct or identifiable victim
Example: For example, Margaret Sanger who founded the first birth control clinic in New York City was accused of distributing obscene material and violating public morals. Information about birth control is no longer considered obscene (see the U.S. case law examples).

Well in Gainesville Georgia it is against the law to eat fried chicken with a knife and fork. If you broke this law I would consider this a victimless crimes. The bigger question is are there any victimless government regulations.

A victimless crime is an act that is a crime, but has no victim(s). A failed attempt at suicide is a victimless crime. You try to kill yourself, and fail at it. No murder, second degree murder, manslaughter, or victim. What state, or government punishes a person that failed at trying to intentionally killing them self? If you help try to kill someone, there is punishment. The reason doesn't matter. If you kill someone, or harm some while attempting to kill yourself, there is punishment if you live.

there is no "victimless crime". only after an action , behavior or object is banned/regulated
and defined thru govt. actions can it be made a crime. after that , there will always be a victim ,
(i.e. ones self , other person or morallity)
