If your recipe calls for self-rising flour and you only have all-purpose, here's how you can adapt.

Difficulty: Easy
Time Required: 1 minute

Here's How:

Using a dry measure, measure the desired amount of flour into a separate container.

For each cup of all-purpose flour, add 1 1/2 teaspoons of baking powder and 1/2 teaspoon of salt.

Mix to combine.

Tips:
You can use self-rising flour in yeast bread recipes, but you'll need to omit the salt.
If you use self-rising flour as a substitute for all-purpose flour in a quick bread, omit salt and baking powder.

I think Pashta is closest to the correct answer EXCEPT. the easiest and best measurement way is to add 1-1/2 tspn
baking POWDER to the bottom of a standard measuring cup.
Sift the required flour several times onto some waxed paper.
Lightly add the sifted flour OVER the baking pwdr until the cup is full. Level off top of cup with a knife.
This is the same as self-rising flour. Do this with every cup you
need. If you measure them separately, you will end up with
too much flour. NOTE; Some cooks like 2 tspn baking powder to every cup. DO NOT USE BAKING SODA.

It really does have to be SR Flour but you can turn ordinary flour into Self-Raising Flour by adding 1 tspn baking powder to every cup. This is what makes the cupcakes rise, normal flour will give you flat cupcakes. Hope it works and your cupcakes are great!

Self rising flour has a little bit of salt and baking soda in it, but I've used regular flour before instead of the self-rising kind and things turned out ok. If your cupcake recipe has baking powder in it your flour should be fine.

the difference between the two is regular is just that regular self rising has baking powder and salt 1 1/2 teaspoons of baking powder 1/2 teaspoon salt added to 1 cup of "ordinary" flour will do the job providing no fruits or nuts are added to the batter

Here is the recipe to make your own:
2 1/4 cups flour
2 teaspoons icing sugar (powdered sugar)
1/2 teaspoon salt
2 teaspoons baking soda
4 teaspoons cream of tartar

Sift all ingredients together and use as required.
All amounts can be doubled for a larger amount.

Sifting is important for baking flours as it aerates it for a fluffier product. Good Luck!

If you use regular all purpose flour, the cupcakes won't rise. They'll be hockey pucks. Add one tablespoon baking powder to all purpose for the recipe.

Reading these other answers convinces me that most people answer these questions without having a clue to the correct answer.

you can use regular flour but you will have to add baking powder into the flour as self raising already contains baking powder

You could but you have to add baking powder, but im not exactly sure how much. Self rissing flour just makes it easier
