The drying process cooks the meat, it's a curing process - the meat is slowly cooked until it's fully dehydrated. Most people season the meat before they cure it.

It isn't as nonsensical as it seems. Before drying the beef in order to obtain beef jerky the meat wasn't cooked by means which we would intuitively think are the only alternatives, by boiling or baking or roasting of frying. We also imply these are methods to kill bacteria. Nevertheless, 'uncooked' is but one of the meanings of 'raw'. Raw also means 'non processed'. So beef jerky has already been processed by applying salt and heat (even if minimum) so it is not raw. Besides, as Nikhil mentioned, you could even say it is cooked by means of baking it in the sun. So it is definitely not raw meat. And on what bacteria is concerned, the processing is an ancient, proven preservation method, so be sure, they are dead.

Jerky is not cooked but is dehydrated. According to the USDA, you must heat meat just until the internal meat temperature reaches 160 degrees and then you can relieve the temperature down. Normally jerky is dried at abou 140 degrees. Most manufacturers will brine their meat, saturating it in a spiced salt solution and then heat until 160....drying thereafter.

Flank steak, cut along the grain in thin strips and marinated in teriyaki and sprinkled with coarse pepper, makes an excellent jerky. Use foil to line a cookie pan, place strips on foil, set oven thermostat to 110 or 120 degrees, place pan on middle oven rack and dehydrate overnight.
