That depends on the person. Someone who hardly ever drinks could have three shots and be drunk - or someone who drinks often could have... 12... for example.
Also - someone who regulary drinks tequilla can drink many more than someone who regularly drinks other liquors.

Depends on if you've eaten and how often you drink. If you have eaten and drink a moderate amount 4-6 shots, if you haven't eaten and drink very little 2-3. Anything beyond that is severe intoxication and you are headed for a "prayer service".
