The postal rate doesn't come from the country that the parcel goes to. The rates are set at the country you're sending from. Most countries will charge by weight, size and approximate distance. For instance, a parcel from England to Canada will probably cost more than the same parcel being sent from the United States, simply because of the distance. However, thats not totally accurate either. Since you haven't mentioned any of the information needed, there's no way of getting a reasonable answer.

I'm going to assume you live in the US and are wanting to send a parcel to Canada. Here is the USPS site for rates to Canada - just scroll down for the different options. If you're in Canada then please use the Canada Post website for rates.

No you would be unable to deliver parcels COD. you're able to pay delivery once you mail it. deliver her the postage once you get the parcel or mail her a verify earlier she sends it. you may get the postage fee from Canada submit in case you be responsive to the size of the parcel and it quite is weight.
