Unfortunately you either pay it all upfront or you charge it to a credit card and pay the balance off when you get the bill, but you can't finance without a bank account.

Go to your local computer store (best buy, circuit city) and buy one of those cheap $400 laptops. They'll work, and they work nice for the price!

Perhaps you could get one at "rent-to-own" place.
Of course, the eventual cost would be huge - but it meets your requirements.
