Generally, when giving blood, they ask you if you've had a tattoo in the last year. The idea is that if you've had a tattoo in the last year, if you've contracted any infection or disease from it, you would already know or it will have passed. This comes from when shops were not nearly as clean as they are these days.
Yes, the ink resides under the skin, but you have to break the skin to put it there...YES, there IS contact with blood in the process.
When they ask you, you have a quick choice to make. You can either wait the year and be honest or you can fudge your answer a little and go in less than a year later and *say* that it's been over a year.
In my humblest of opinions, if the tattoo shop is meticulously clean and you feel you can make an informed call on this, then there's no reason you can't donate blood in a month's time. I like to consider the life/lives I might be saving by doing so. They won't turn you away with tattoos, but the general waiting period is one year. Let your consience decide when that "year" is up.

You can donate blood if you have tattoos but only after 12 months of having the tattoo done. If you haven't had any tattoos or piercings done within the last 12 months you are more than welcome to donate.
The reason they ask you to wait is because they want to be sure the blood they are receiving is free of contamination. As one of the articles below says they do screen the blood but that "it is a waste of the blood bank's and the donor's time to harvest blood that is tainted and thus worthless."
About.com
If it is required in your state/province to wait the year please do so. There are important reasons for this rule. Even if you think the parlour you had your tattoo done is immaculately clean there could still be chances of contamination. Your judgement is not enough in this matter.
I am speaking as a donar myself with 10 piercings and 4 tattoos.
Be considerate of the blood bank and the person who will be receiving your blood.
Would you like to recieve blood from someone who lied during the application process? Wouldn't you wonder what else that person had lied about? Maybe that person lied and said they hadn't had unprotected sex with a stranger when in fact they did. True, you wouldn't know who's blood you are receiving but I'm sure you'd rather have no doubts what-so-ever that the blood is safe.
I'm also speaking on behalf of a friend of mine who had to have frequent blood transfusions due to Crohn's Disease. She passed away 6 years ago at the age of 19.

It depends on which state you are in. This is from the Oklahoma Blood Institute web site. I have 6 tattoos I got at an approved parlor and I go and donate on a regular basis.
Will tattoos or body piercing make me ineligible to donate?
If a tattoo was obtained in a state where tatoo parlors are licensed, you may be eligible to donate. Please consult with OBI staff to see if the establishment is on the approved parlor list. For tatoos obtained at other facilities, a one-year deferral from the date of the tattoo is required.
If body piercing (i.e., ear, nose, etc.) is performed at an OBI-approved establishment, you should be able to donate. Please consult with OBI staff prior to donating blood

Let me quote direct from the Red Cross and skip all of the other answers.
Q. Can I give blood if I have a tattoo or a body piercing?
A. You have to wait one year from the date you received your tattoo or piercing before you are eligible to donate.

at least a couple days. and for all of the people saying that you dont loose enough blood in a tattoo for it to matter... it does matter because it can make you light headed and cause you to faint. The artist i go to makes me fill out a form asking if you are pregnant, epileptic, have drank in 24 hours or have recently donated blood. you do have to wait.

Absolutely! And might I mention thats very kind of you to worry that you may not be able to. The ink in a tattoo stains the skin. Your blood will not be tainted. The only interference I can think of is maybe they would ask that you not donate untill a tattoo or piercing has healed, but thats just a guess. Go ahead and ink up, you'll be fine.

It depends on the legislation of the country you're in. In Canada, you cannot donate blood if you have a tattoo.

There may be a waiting period (like a month or something) but I've never been asked if I have a tattoo or not, only if I've come into contact with any needles or syringes.
I say get the tattoo, just make sure you're going to a reputable shop. (The place is clean, the artists - experienced, etc...)
Good luck!

you can give blood still but some states require that you wait one year before donating blood or getting pierced. because of the supposed risk of being infected with whatever. it's dumb but whatever. good luck! i hate blood.
