Even if the sceanrio you suggest became reality, the border would still be required as a security checkpoint. 20 years ago I was in Texas. We visited Nuevo Laredo Mexico. Coming north on the freeway, about 50 miles north of the border, the INS had set up a mobile random checkpoint where all traffic was stopped and checked again. I hope security is at least this tight today.
