My bro's 1990 Corolla sedan(base model) low beams stoped working about a month ago! Since then I have tried to fix them! I have checked the relay, fuses, bulbs and all are fine!! I have replaced the whole headlight switch assembly located on the collum and still does not work! I have the toyota shop manuals for the car and have gone through the test and I am at a loss as to what the heck is wrong????

maybe its the switch that changes from high to low is not letting you change it back????

Maybe your switch is shorted,are you have a bad groung wire.

check your fuses.
