I am looking for the plastic insert for the rear sight for a Ruger Mini 14 from the late 80s to early 90s.

The scope is working right. (It's an old Weaver' K' right?) To move the point of impact up you must move the cross-hairs down right? (Think of it as matching the sight with where it hits.) Those older Ruger minis were notorious for accuracy problems, but not as bad as you describe. Your problem is probably a loose ring, or base, if it's not a 'Ranch Rifle'. Check your bases and rings for tightness. Then, after you've done the 'laser thing', shoot at least a three shot group. (Five is better.) Make your adjustments on the basis of the center of the group. Chasing single shots is a waste of time & ammo.

First I'd try Ruger to see if the part is still available. If the part is no longer available from Ruger, I'd next try Williams Gun Sights. They might have the exact part that you are looking for. If not, they will have a good selection of replacement sights for your gun. Their stuff is of the best quality.

Jeremy M is right about eBay having quite a few gun parts up for bid or sale. I've gotten a few T/C Contender barrels through auctions there, shotgun barrels, stocks and forearms, and choke tubes.
While sometimes you'll have to wait a long time, if ever, for certain items you'd like to have, it never hurts to check there for what you're looking for before checking other sites or local stores.
