It's (not 100% correct) French and means:
"ask the "Lingui-List" if it knows the e-mail address of the linguist Bernadette Plunkett."
The "Lingui-List" is a website which contains a list of linguists (as well as of dictionaries and other things)

I tried to find "Bernadett Plunkett" on that site, and I did find this information:
