will light blonde hair with brown lowlights look good on a girl with fair skin and freckles?

Yes of course it would! Thats actually the kind of color hair I have and I'm very fair. You can see some pics on my profile, it shows it there.
Just make sure, dont go to blonde b/c than you can looked washed out. Keep it sort of medium and highlighs or lowlights will help make it more interesting. Good luck with the hair, and just remember, it always grows so if you don't like it, just color it again or wait for it to grow out!!

yes it will.. thats how my hair is i have HEAVY brown lowlights in my blonde hair.. if I must say so myself it looks hott..lol
