YES! This is the classic 4-1-9 internet advance fee fraud. It works like this:
1. A total stranger contacts you and offers you the chance for free money.
2. Just when you think you're about to strike it rich, the stranger will then ask you for a few thousand dollars here and few thousand dollars there to cover some imaginary costs. The scammers will usually suggest you send them the money via Western Union.
3. Wanting to help out (and wanting that 30% of the money) you send that few thousand dollars there.
4. You then hear nothing more from the scammer. They've got your few thousand dollars and you get 0% of the so-called millions of dollars.
This is a very old scam perpetrated by criminals who are under the mistaken impression that everybody in the world (especially from more developed countries although not necessarily) is at least as greedy as they are.
Heed this warning: YOU CANNOT GET SOMETHING FOR NOTHING!

I have never heard of that before but it sounds like a scam. Emails from people in other countries that you don't know saying that you are going to get money are usually scams.

money for nothing and the chicks for free... if your friend is in any way answering any of the garbage that is spewed out on the net about money from anywhere it is a scam and one of the worst...t no one and I mean NO ONE gets money for nothing... I get these jerks all the time and I report them as spam after I insult their momma and their heritage and anything else nasty I can think of at the time.. they are gutter trash who prey on unsuspected people usually the elder or the uninformed have your friend report them immediately as spam and outright fraud the FBI and Interpol are both investigating this

Its a scam its a phishing email dont answer it just throw it away and dont look back. besides if that were true your friend would be taking part in money laundering. which is highly illegal and frowned upon by the government
