Like it have been said here, guys are attractive to attractive girls.
Is shyness an attractive quality? Yes.
Though ultimately it depends on each individual guy.

I'm a guy, we are attracted to "attractive girls" - period. If the girl is shy, that's ok. If the guy is really interested enough, he'll put the effort into it.
