the power will to my 94 honda's car radio and cigarette lighter comes and goes (it's usually off). I first checked and replaced the fuse and that is not the problem. I took out the radio and tested the voltage for the ignition switch and the constant power. There was no voltage in the ignition switch, how do i fix this?

I am an expert on French cars of the 1980s. I've had this problem.
Usually a car radio only works when the car's ignition is ON. Since your car is 10 to 15 years old, the tiny contacts points inside the ignition key switch can become worn down. Jiggling the key in the ignition may? allow the radio to then work... and then you will have proved this is the problem.
Are other minor accessories included on the same fuse circuit: rear window defroster? wipers? horn? glove box light? tachometer? Are these affected? The fuse doesn't blow, but electricity is not reaching the fuse panel through the ignition switch. Did the cigarette lighter ever work when the car was OFF?
Solution? Add a wire directly from the Positive terminal of the battery to the radio (usually a red wire). Now your radio will always play, so don't leave it on all night, wearing the battery down! Don't forget to check that radio and lighter are well "grounded" with a black wire (or green/yellow) to the car's metal body.
Cigarette lighter? STOP SMOKING! where's your common sense?
The expensive solution is to add a new ignition switch, and new key. Dismantling the dashboard plastic and steering column plastic trim. The door key can remain the same.

Just take the red wire and add a 25 amp fuse in series, then connect it to your radio. Now, get the black wire from ur radio and just ground it to one of those metal things that support the radio. If you do not follow this step, you WILL get a raspy noise.
